Biography
Carolina Monardes is registered since September 2006 in the Phd. Program at the Law Faculty of Université de Montréal. She holds a Law Degree at the Université d'Ottawa (LL.L), as well as a Master in Law at the Université de Montréal (LL.M.). Her Master's thesis, supervised by Professor Thérèse Leroux, tackled the subject of the democratisation of the decision-making process regarding GMOs commercialisation.
Her working with Therese Leroux's team brought her after to study the precautionary principle and its implementation in the fields of food security and public health, more specifically in the context of pandemics, as well as epizootics. Her fields of specialization integrate elements coming from international, environmental, sanitary and agricultural law.
Carolina is now pursuing a doctoral degree under the supervision of Professor Louise Rolland, in co-direction with Professor Konstantia Koutouki. Her research project investigates the topic of legal qualification of plants used in traditional indigenous knowledge.
This subject brings together issues as diverse as the management of religious pluralism, of sanitary problems, social and economical issues related to: drugs policies, risk regulation of medicinal substances, intellectual property and the protection of traditional and cultural knowledge. The history of science and medicine will therefore be explored to understand the way that these structures influenced the evolution of our concepts of disease, health and wellbeing.

I. OBJECTIVES
• introducing the role and powers of the key actors in the public health sector at the provincial, federal and international levels
• identify problems and main issues that these entities are confronted with
• understand protection of public health by the State from an overall point of view, more particularly by examining its legal framework, health prevention tools, health promotion tools, monitoring and state intervention
